This report is Probably true and is of Medium Priority. Here is why -
Nov 12, 2015 U Sai Zaw Min, head of Lashio township sub election commission admitted he piled the ballot papers one on top of the other by opening the ballot boxes because of having too many ballot papers although that is breaking election law. That advanced voting was from 25 groups of military at Lashio township. Union Solidarity and Development Party (USDP) received 3800 advance votes for the Pyithu Hluttaw, 3700 for the Amyotha Hluttaw, 1017 for the state Hluttaw constituency 1, and 2872 for the state Hluttaw constituency 2. The NLD got just 205 advance votes in total for all the Hluttaws. The Shan Nationalities League for Democracy (SNLD) and the Shan Nationalities Democratic Party (SNDP) representatives objected to an avalanche of advance votes and demanded an investigation by the Union Election Commission and questioned to township officials whether they were actually received by the military personnel and their families to the local military base. They also complained union election commission by sending a letter of objection, signed by the party’s candidates about advance voting in Lashio on a scale that might indicate that the election was not free and fair.
